A BILL TO BE ENTITLED
 
AN ACT
  relating to the creation of an Internet website clearinghouse for
  school districts to post information to comply with publication
  requirements.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter B, Chapter 7, Education Code, is
  amended by adding Section 7.042 to read as follows:
         Sec. 7.042.  INTERNET WEBSITE CLEARINGHOUSE FOR SCHOOL
  DISTRICT INFORMATION. (a) The agency shall develop and maintain an
  Internet website clearinghouse, separate from the agency's
  Internet website, for the public to access school district and
  campus reports, notices, and other information that a school
  district or campus is required by law to publish.
         (b)  The agency shall create a web page for each school
  district on the Internet website clearinghouse. Each school
  district may post on the district's web page on the website any
  report, notice, or other information that the district is required
  to publish. Each school district may designate district personnel
  with authority to enter reports, notices, and other information on
  the district's web page.
         (c)  Notwithstanding any other law, a school district that
  posts a report, notice, or other information on the district's web
  page on the Internet website clearinghouse created under this
  section that is required by law to be published by a school district
  or campus satisfies that publication requirement if the report,
  notice, or information remains posted for the period as prescribed
  by law.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
