A BILL TO BE ENTITLED
 
AN ACT
  relating to the authority of school districts in certain counties
  to grant housing stipends to teachers employed by the districts and
  receive state reimbursement of those costs.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 45.105, Education Code, is amended by
  adding Subsection (g) to read as follows:
         (g)  An independent school district in a county where the
  number of permits issued by the Railroad Commission of Texas for oil
  or gas drilling within the county has increased by 25 percent or
  more over the preceding five-year period may use local and state
  school funds not designated for a specific purpose to provide
  stipends for housing to teachers employed by the district.
         SECTION 2.  Subchapter E, Chapter 42, Education Code, is
  amended by adding Section 42.2528 to read as follows:
         Sec. 42.2528.  REIMBURSEMENT FOR TEACHER HOUSING STIPENDS.
  (a)  For each school year, from funds that may be used for the
  purpose, a school district that is authorized to provide housing
  stipends to teachers under Section 45.105(g) may apply to the
  commissioner for reimbursement of the cost of housing stipends
  provided to teachers by the district.
         (b)  The reimbursement for which a district may apply under
  this section is in addition to the amount of revenue to which the
  district is entitled under Section 42.2516(b).  This subsection
  expires September 1, 2017.
         (c)  The commissioner may adopt rules as necessary to
  administer this section.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
