A BILL TO BE ENTITLED
 
AN ACT
  relating to rights to appeal rate and damage schedule
  determinations by the Board of Regents governing certain easements
  or other interests in land of The University of Texas System.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 66.46(m), Education Code, is amended to
  read as follows:
         (m)  the board of regents shall establish procedures by which
  a person seeking an easement or other interest under this section
  may seek relief from a rate or damage schedule that the person
  believes does not represent the fair market value of the interest
  being sought.  Within 30 days of receiving notice of the board of
  regents' final determination, a person aggrieved by the final
  determination my appeal to a district court in a county in which the
  easement or other interest is located, for de novo review.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
