A BILL TO BE ENTITLED
 
AN ACT
  relating to a study of the use of regional rating for health
  coverage provided under the uniform group coverage program for
  certain active school employees and their dependents.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  STUDY; REGIONAL RATING METHOD. The Teacher
  Retirement System of Texas shall conduct a study of the benefits and
  disadvantages of establishing a regional rating method for
  determining premiums charged in different regions of the state for
  benefits provided under a plan of group coverage administered by
  the system under Chapter 1579, Insurance Code.
         SECTION 2.  REPORT. Not later than December 1, 2016, the
  Teacher Retirement System of Texas shall report the results of the
  study conducted under Section 1 of this Act to the speaker of the
  house of representatives, the lieutenant governor, and the standing
  committees of the house and the senate with jurisdiction over the
  retirement system and insurance. The report must be accompanied by
  recommendations for legislation, if appropriate.
         SECTION 3.  EXPIRATION.  Sections 1 and 2 of this Act and
  this section expire September 1, 2017.
         SECTION 4.  EFFECTIVE DATE.  This Act takes effect September
  1, 2015.
