A BILL TO BE ENTITLED
 
AN ACT
  relating to the use of the justice court technology fund to convert
  existing paper documents to electronic data.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article 102.0173, Code of Criminal Procedure, is
  amended by amending Subsection (d) and adding Subsection (d-1) to
  read as follows:
         (d)  A fund designated by this article may be used as
  provided by Subsection (d-1) or [only] to finance:
               (1)  the cost of continuing education and training for
  justice court judges and clerks regarding technological
  enhancements for justice courts; and
               (2)  the purchase and maintenance of technological
  enhancements for a justice court, including:
                     (A)  computer systems;
                     (B)  computer networks;
                     (C)  computer hardware;
                     (D)  computer software;
                     (E)  imaging systems;
                     (F)  electronic kiosks;
                     (G)  electronic ticket writers; and
                     (H)  docket management systems.
         (d-1)  Each fiscal year the commissioners court may use 15
  percent of the justice court technology fund to pay the salary and
  overtime wages of an employee who is employed by the county to
  convert existing paper documents to electronic format.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
