A BILL TO BE ENTITLED
 
AN ACT
  relating to the persons who are eligible for appointment as a
  temporary justice of the peace.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 27.055(c), Government Code, is amended
  to read as follows:
         (c)  In Subsections (b) and (f), "qualified person" means a
  person who:
               (1)  has served [as a justice of the peace] for not less
  than 4 1/2 years as a:
                     (A)  justice of the peace;
                     (B)  judge of a:
                           (i)  municipal court;
                           (ii)  constitutional county court;
                           (iii)  statutory county court; or
                           (iv)  district court; or
                     (C)  justice of an appellate court; and
               (2)  [who] has not been convicted of a criminal offense
  that involves moral turpitude.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
