A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the establishment of an unmanned ground vehicle pilot |
|
program at the Capitol Complex to employ veterans with a |
|
service-connected disability. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter E, Chapter 411, Government Code, is |
|
amended by adding Section 411.0626 to read as follows: |
|
Sec. 411.0626. UNMANNED GROUND VEHICLE PILOT PROGRAM. (a) |
|
The department shall establish a pilot program to provide enhanced |
|
security in the Capitol Complex through the use of unmanned ground |
|
vehicles. |
|
(b) To establish the pilot program, the department shall |
|
contract with a historically underutilized business that is a |
|
veteran-owned small business for the business to provide enhanced |
|
security in the Capitol Complex through the use of unmanned ground |
|
vehicles. The contract must expire on the second anniversary of the |
|
date the contract is executed and require the business to: |
|
(1) employ veterans with a service-connected |
|
disability to control the unmanned ground vehicles through the use |
|
of remote control consoles; and |
|
(2) deploy the unmanned ground vehicles in stages to |
|
increase the number of vehicles in the Capitol Complex over the term |
|
of the contract. |
|
(c) Not later than September 1, 2018, the department shall |
|
file a report on the pilot program, including information on the |
|
program's costs and effectiveness, recommendations for |
|
continuation or cancellation, and any other information the |
|
department determines useful. The department shall submit the |
|
report to the governor, lieutenant governor, speaker of the house |
|
of representatives, and each standing committee of the legislature |
|
with jurisdiction over security in the Capitol Complex. |
|
(d) This section expires September 1, 2019. |
|
SECTION 2. This Act takes effect September 1, 2015. |
