A BILL TO BE ENTITLED
 
AN ACT
  relating to posting certain economic development agreements on the
  Internet.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subtitle C, Title 12, Local Government Code, is
  amended by adding Chapter 500 to read as follows:
  CHAPTER 500. MISCELLANEOUS PLANNING AND DEVELOPMENT PROVISIONS
  AFFECTING MORE THAN ONE TYPE OF LOCAL GOVERNMENT
         Sec. 500.001.  ECONOMIC DEVELOPMENT AGREEMENTS POSTED ON
  INTERNET. (a) In this section:
               (1)  "Economic development agreement" means an
  agreement entered into between a political subdivision and a person
  to promote state or local economic development and stimulate
  business and commercial activity, including an agreement that
  provides financial or other incentives to a business to locate,
  stay, or expand its operations in or near the political
  subdivision.
               (2)  "Political subdivision" means a county,
  municipality, school district, junior college district, other
  special district, or other subdivision of state government.
         (b)  A political subdivision that maintains an Internet
  website must post on the website each economic development
  agreement that the political subdivision enters into. The political
  subdivision must post each agreement continuously from the date the
  agreement is executed until the date the agreement expires.
         SECTION 2.  Notwithstanding Section 500.001, Local
  Government Code, as added by this Act, a political subdivision must
  post each economic development agreement as defined by that section
  that is in effect on the effective date of this Act not later than
  December 1, 2015.
         SECTION 3.  This Act takes effect September 1, 2015.
