A BILL TO BE ENTITLED
 
AN ACT
  relating to the adoption or enforcement of laws relating to labor by
  a political subdivision.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 1, Labor Code, is amended by adding
  Section 1.005 to read as follows:
         Sec. 1.005.  CONFORMITY OF LOCAL LAW TO STATE LAW.  (a)
  Notwithstanding any other provision of state law, including this
  chapter, a political subdivision may not adopt or enforce an order
  or ordinance pertaining to the subject matter of this code.
         (b)  This chapter preempts all local ordinances, rules, or
  regulations adopted by a political subdivision of this state
  relating to employment.
         (c)  An order or ordinance adopted by a county, municipality
  or political subdivision before the date this provision becomes law
  and that violates subsection (a) is null and void.
         (d)  To the extent to which there is a conflict between this
  section and any other section of this Code, this section controls.
         SECTION 2.  The following provisions of the Labor Code are
  repealed:
               (1)  Section 21.151
         SECTION 3.  This Act takes effect September 1, 2015.
