A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring certain public school students to attend a
  designated film screening.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter A, Chapter 28, Education Code, is
  amended by adding Section 28.0024 to read as follows:
         Sec. 28.0024.  FILM SCREENING REQUIRED FOR CERTAIN STUDENTS.
  (a) Each school district shall require 8th grade and 11th grade
  students to attend a screening of the film America: Imagine the
  World Without Her.
         (b)  On written request from a student's parent or person
  standing in parental relation to the student, the school district
  shall excuse the student from attending the screening.
         (c)  The commissioner shall adopt rules and procedures as
  necessary to administer this section, including procedures to
  ensure that the film designated under this section is distributed
  to school districts and exhibited to students in a manner that does
  not violate copyright laws.
         SECTION 2.  This Act applies beginning with the 2015-2016
  school year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
