H.C.R. No. 114

HOUSE CONCURRENT RESOLUTION

         WHEREAS, Every day, peace officers devote themselves to the
  security and well-being of the people they serve, and Operation
  Blue Shield is committed to supporting them in their vital mission;
  and
         WHEREAS, Operation Blue Shield is a community-centric
  initiative designed to promote better understanding and improved
  relations between citizens and law enforcement; the campaign
  encourages open and constructive dialogue between police and the
  wider community and recognizes the importance of acknowledging
  diverse backgrounds and perspectives; toward that end, it raises
  funds to underwrite public safety endeavors and to help meet the
  evolving resource needs of peace officers; and
         WHEREAS, This innovative program was founded by
  philanthropist Toni Brinker Pickens and benefits from the
  involvement of the Dallas-based organization Economic Partners
  Investing in Communities; like other EPIC projects, Operation Blue
  Shield is backed by a broad range of city leaders, civic and
  charitable organizations, and concerned residents; these
  participants are focusing attention on the message that "We're All
  In This Together" and are urging Texans to "Go All In" to help forge
  stronger ties between police and the public; and
         WHEREAS, Safe neighborhoods are the foundation of a stable
  and prosperous society, and Operation Blue Shield represents a
  promising new effort to build greater trust between citizens and
  the peace officers who protect them; now, therefore, be it
         RESOLVED, That the 84th Legislature of the State of Texas
  hereby recognize the Operation Blue Shield initiative and encourage
  Texans throughout the state to support this worthwhile program;
  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Operation Blue Shield as an expression of high regard
  by the Texas Legislature.
