CONCURRENT RESOLUTION
         WHEREAS, The Equal Treatment of Public Servants Act would
  ensure that public employees receive fair Social Security benefits
  after retiring; and
         WHEREAS, This bipartisan legislation would repeal the
  Windfall Elimination Provision which reduces the Social Security
  benefits of workers who also have employment not covered by Social
  Security, and replace that outdated and arbitrary formula with a
  calculation based on the overall Social Security contributions and
  work history of public employees, allowing them to receive
  retirement benefits commensurate to private-sector workers; and
         WHEREAS, The act would raise lifetime benefits for such
  workers as teachers, firefighters, and police officers by an
  estimated $20,000 to more than $32,400; moreover, it would not have
  an impact on Social Security trust funds; and
         WHEREAS, Each day, public servants improve the quality of
  life for their fellow citizens in innumerable ways, and they are
  indeed deserving of equal opportunity to enjoy a secure and
  comfortable retirement; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby respectfully urge the Congress of the United
  States to pass the Equal Treatment of Public Servants Act; and, be
  it further
         RESOLVED, That the Texas secretary of state forward official
  copies of this resolution to the president of the United States, to
  the speaker of the House of Representatives and the president of the
  Senate of the United States Congress, and to all members of the
  Texas delegation to Congress with the request that this resolution
  be officially entered in the Congressional Record as a memorial to
  the Congress of the United States of America.
