A JOINT RESOLUTION
  proposing a constitutional amendment relating to the exclusive
  legislative duty to support and maintain an efficient system of
  public schools.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 1, Article VII, Texas Constitution, is
  amended to read as follows:
         Sec. 1.  A general diffusion of knowledge being essential to
  the preservation of the liberties and rights of the people, it shall
  be the duty of the Legislature of the State to establish and make
  suitable provision for the support and maintenance of an efficient
  system of public free schools. The duty imposed by this section is
  the sole prerogative of the Legislature. Notwithstanding the rights
  and duties imposed by Article V of this constitution, the judicial
  branch of the State has no authority to interfere or issue a
  judgment or opinion on the actions of the Legislature implementing
  this section. 
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 3, 2015.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment providing for the
  exclusive legislative duty to support and maintain an efficient
  system of public free schools."
