A JOINT RESOLUTION
|
|
proposing a constitutional amendment requiring the recording of |
|
certain proceedings of the Texas Supreme Court and the Court of |
|
Criminal Appeals and the publication of the recordings. |
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Article V, Texas Constitution, is amended by |
|
adding Section 1-b to read as follows: |
|
Sec. 1-b. The Supreme Court and the Court of Criminal |
|
Appeals shall make a video recording or other electronic visual and |
|
audio recording of each oral argument, proceeding, and open meeting |
|
of the court and post the recording on the court's Internet website. |
|
SECTION 2. The following temporary provision is added to |
|
the Texas Constitution: |
|
TEMPORARY PROVISION. (a) This temporary provision applies |
|
to the constitutional amendment proposed by the 84th Legislature, |
|
Regular Session, 2015, requiring the recording of certain |
|
proceedings of the Texas Supreme Court and the Court of Criminal |
|
Appeals and the publication of the recordings. |
|
(b) Section 1-b, Article V, of this constitution takes |
|
effect January 1, 2016, and applies only to a proceeding commenced |
|
on or after that date. |
|
(c) This temporary provision expires January 1, 2017. |
|
SECTION 3. This proposed constitutional amendment shall be |
|
submitted to the voters at an election to be held November 3, 2015. |
|
The ballot shall be printed to provide for voting for or against the |
|
proposition: "The constitutional amendment requiring the |
|
recording of certain proceedings of the Texas Supreme Court and the |
|
Court of Criminal Appeals and the publication of the recordings." |
