R E S O L U T I O N
         WHEREAS, The Hogg Foundation for Mental Health is celebrating
  its 75th anniversary in 2015; and
         WHEREAS, This beneficial organization was first established
  in 1940 as the Hogg Foundation for Mental Hygiene at The University
  of Texas at Austin by Ima and Mike Hogg, the children of former
  Texas governor James S. Hogg; it was initially led by prominent
  sociologist Robert Lee Sutherland, and its staff made hundreds of
  visits to small Texas towns to disseminate emerging ideas about
  mental health; and
         WHEREAS, The foundation began serving the needs of military
  troops and their families after the outbreak of World War II, and as
  its endowment grew, it expanded into grant giving, research, and
  policy development, with a particular emphasis on services for
  children and the establishment of a modern mental health
  infrastructure; in the 1940s and 1950s, the Hogg Foundation worked
  behind the scenes to improve conditions in the state's system of
  hospitals for people with mental illness, and it played a key role
  in the creation of the state mental health board, the mental health
  code, and the Texas Department of Mental Health and Mental
  Retardation; and
         WHEREAS, During the 1960s, the foundation addressed such
  societal problems as mental health on campus, and it implemented a
  nationally influential student counseling program that included a
  24-7 suicide prevention phone hotline and other innovations; during
  subsequent decades, the organization became involved in programs
  for the education and training of mental health professionals and
  public information initiatives; moreover, Ima Hogg bequeathed
  funds for a separate endowment to support mental health services in
  Harris County; and
         WHEREAS, In the 1970s, the foundation established the
  Sutherland Chair in Mental Health and Social Policy at the UT School
  of Social Work as well as a biennial series of seminars, and it
  later launched the School of the Future project to benefit students
  in lower-income schools in Austin, Dallas, Houston, and San
  Antonio; under current executive director Dr. Octavio N. Martinez
  Jr., the organization has focused on transforming the mental health
  workforce, enhancing public policy, and promoting dialogue and
  learning; and
         WHEREAS, The Hogg Foundation has made a tremendous impact in
  the field of mental health over the past 75 years, and its
  accomplishments have benefited innumerable people in the Lone Star
  State and beyond; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby commemorate the 75th anniversary of the Hogg
  Foundation for Mental Health and extend to all those associated
  with this noteworthy organization sincere best wishes for continued
  success in their important work; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the foundation as an expression of high regard by the
  Texas House of Representatives.
