R E S O L U T I O N
         WHEREAS, Howard N. Sacks of Houston has committed many years
  to the enhancement and beautification of Houston; and
         WHEREAS, Mr. Sacks quickly committed to community service
  after facing a near threat of flooding from the Brays Bayou only one
  month after moving to Houston in 1983; he responded to this event by
  volunteering first as a member, then eventually the Chair of the
  Committee to Reduce the Risk of Flooding in his Homeowners'
  Association; and
         WHEREAS, Realizing his interest in flood mitigation, Mr.
  Sacks joined the Brays Bayou Association and worked tirelessly on
  the development of the Harris County Flood Control District; and
         WHEREAS, As Vice-President of the Brays Bayou Association,
  Mr. Sacks prioritized a unique opportunity to not only prevent
  flooding, but to also develop new greenspace; and
         WHEREAS, Since seizing this opportunity, Mr. Sacks helped
  secure the Willow Waterhole Greenspace Project in 2000, and in
  2001, began his longtime service as the President of the Willow
  Waterhole Greenspace Conservancy, where he served until 2012; and
         WHEREAS, Under Mr. Sacks' leadership as President of the
  Willow Waterhole Greenspace Conservancy, the Conservancy worked to
  fulfil its vision by receiving grants and beautifying the area with
  gazebos, trails, sidewalks, water fountains, and other items,
  growing the greenspace's reputation as a premier location for live
  music, fun-runs, and the leading bird-watching destination in the
  City of Houston through monthly bird-watching conducted by the
  Audubon Society; and
         WHEREAS, The momentum started under Mr. Sacks' involvement
  moves forward as he currently serves as Chairman of the Friends of
  Levitt Pavilion Houston, overseeing the plans to build the Levitt
  Pavilion Houston at Willow Waterhole for professional concerts and
  copious community events; and
         WHEREAS, Throughout his efforts at community and
  environmental improvement, Mr. Sacks has enjoyed the love and
  support of his wife, Cindy; and
         WHEREAS, Howard N. Sacks has truly established an everlasting
  legacy in the betterment of Houston through numerous projects in
  which been involved and led; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby honor Howard N. Sacks for his many contributions
  to the environment, the community, and the City of Houston; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Sacks as an expression of high regard by the Texas
  House of Representatives.
