R E S O L U T I O N
 
         WHEREAS, William Dollar is retiring as city manager of
  Garland in May 2015, and the conclusion of his outstanding career
  provides a fitting opportunity to reflect on the contributions of
  this esteemed Texan; and
         WHEREAS, Mr. Dollar earned a bachelor's degree in civil
  engineering from The University of Texas at Arlington and went on to
  attain a master's in public administration at the University of
  North Texas; he began his career in 1971 as a design engineer in his
  hometown of Garland, and he later served as director of the city's
  wastewater treatment and public works divisions before assuming the
  post of assistant city manager of utility services in 1985; and
         WHEREAS, Since September 2003, Mr. Dollar has ably led
  Garland as city manager; when the President George Bush Turnpike
  was built, he oversaw the planning for a shopping center, executive
  housing, and a golf course in north Garland; he has also played an
  instrumental role in the renovation of the downtown area, including
  the addition of an atrium at the arts center and the construction of
  a new headquarters for the municipal power company; through
  responsible management of the city's budget and regular meetings
  with city council members, he has earned the respect and admiration
  of his peers, and in January 2015, he was awarded the Tall Texan
  Award by the Garland Chamber of Commerce; and
         WHEREAS, Mr. Dollar serves, together with other city
  leaders, as a member of the Garland Economic Development
  Partnership; a respected authority in the areas of public works and
  utility services, he has also served on the board of directors of
  both the Texas and the American Public Power Associations; he holds
  membership in the International City/County Management
  Association, the Texas City Management Association, and the
  National Society of Professional Engineers, among others; and
         WHEREAS, In all his endeavors, Mr. Dollar enjoys the love and
  support of his wife, Tandy; his retirement plans involve spending
  more time with his loved ones, including his grandchildren, and
  playing golf with his wife at Garland's Firewheel Golf Park;
  involved in his community as a private citizen as well, he is a
  valued parishioner of First United Methodist Church of Garland; and
         WHEREAS, William Dollar's broad experience and unswerving
  commitment to excellence have greatly benefited the citizens of
  Garland, and he may indeed reflect with pride on a career well spent
  as he embarks on the next exciting chapter of his life; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby congratulate William Dollar on his retirement as
  city manager of Garland and extend to him sincere best wishes for
  the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Dollar as an expression of high regard by the Texas
  House of Representatives.
