R E S O L U T I O N
 
         WHEREAS, Richard Garcia, mayor of Edinburg, has deservedly
  been named one of the 2015 Pillars of Success by The University of
  Texas--Pan American Alumni Association; and
         WHEREAS, The University of Texas--Pan American Alumni
  Association honors outstanding graduates as Pillars of Success,
  highlighting their motivational stories and achievements as
  positive examples for current and future students; recipients of
  the award come from a variety of backgrounds and experiences, but
  they have all shown dedication, integrity, and a commitment to
  excellence in their specialized professions and in their
  communities; and
         WHEREAS, Mr. Garcia graduated from Edinburg High School in
  1964 and earned a bachelor of business administration degree in
  management at The University of Texas--Pan American in 1971; he
  went on to attain a juris doctorate degree from Texas Southern
  University and became a federal criminal law attorney and senior
  partner at the firm of Garcia, Quintanilla, and Palacios in
  McAllen; he is presently serving his second term as mayor of
  Edinburg; and
         WHEREAS, Mr. Garcia served the city as a municipal judge from
  1975 to 1978, and he was also a county court at law judge for 16
  years; highlighting his achievements in public service, he has
  twice been chair of the Texas Border Coalition, and he was appointed
  to the Texas Adult Probation Commission; currently, he is president
  of the Edinburg Economic Development Corporation, where he works to
  help local companies advance and promote economic expansion in the
  region; and
         WHEREAS, Texas is fortunate to have passionate and engaged
  leaders like Richard Garcia, and his contributions to his community
  will continue to benefit area residents far into the future; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby congratulate Richard Garcia on being named one
  of the 2015 Pillars of Success by The University of Texas--Pan
  American Alumni Association and extend to him sincere best wishes
  for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Garcia as an expression of high regard by the Texas
  House of Representatives.
