R E S O L U T I O N
         WHEREAS, Constance Fitzpatrick Smith has rendered
  exceptional service as the western area director of The Links,
  Incorporated, and her admirable work with this respected volunteer
  organization is indeed deserving of special recognition; and
         WHEREAS, Ms. Smith holds master's degrees in nursing,
  psychology, and education and has excelled variously as a
  registered nurse, a psychiatric and chemical dependency clinician,
  and a health sciences professor; following her retirement from San
  Joaquin Delta College in Stockton, California, she established her
  own business as a consultant on workplace professionalism and
  leadership; active in the Stockton community, she has served on the
  city's planning commission and on many area boards, including that
  of St. Joseph's Behavioral Health Center; she further dedicates her
  time to Chi Eta Phi Sorority, Incorporated, and she is a lifetime
  member of the NAACP and the Girl Scouts of America; and
         WHEREAS, Since 1973, Ms. Smith has proudly supported the
  mission of The Links, and she previously served as vice president
  and president of the organization's Stockton chapter; in addition
  to overseeing a variety of committees and projects at both the area
  and national levels, she has successfully written several grants;
  after a five-year tenure as vice director, she was elected western
  area director on June 25, 2011, and over the years, she has
  continued to build on the group's tradition of service through her
  vision and leadership; and
         WHEREAS, This caring and committed woman enjoys the love and
  devotion of her family, which includes her two sons and her
  granddaughter; in her spare time, she enjoys reading, traveling,
  and visiting with friends and relatives; and
         WHEREAS, Constance Fitzpatrick Smith has contributed to the
  well-being of her fellow citizens through a lifetime of purposeful
  endeavor and, in so doing, she has set an inspiring example of
  compassion and generosity toward others; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby honor Constance Fitzpatrick Smith for her work
  as the western area director of The Links, Incorporated, and extend
  to her sincere best wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Smith as an expression of high regard by the Texas
  House of Representatives.
