R E S O L U T I O N
 
         WHEREAS, Frances Rocha is being honored for her years of
  service to the Edcouch-Elsa Independent School District; and
         WHEREAS, A native of Elsa, the former Frances Silva attended
  Edcouch-Elsa High School, where she was a member of Future Teachers
  of America and a mentor for migrant kindergarten children and
  special education students; the daughter of migrant workers
  herself, she understood firsthand the challenges that children in
  migrant families face; and
         WHEREAS, Following her graduation, Mrs. Rocha began working
  as a paraprofessional at Edcouch Elementary School, and she
  enrolled in classes at The University of Texas--Pan American; after
  obtaining her teaching certificate and teaching for six years, she
  went on to earn a master's degree in education and became an
  instructional supervisor at Edcouch Elementary; and
         WHEREAS, Mrs. Rocha served as principal of Edcouch
  Elementary School for six years and was subsequently appointed
  director of education of curriculum and instruction; for the past
  decade and a half, she has held the position of assistant
  superintendent of curriculum and instruction for Edcouch-Elsa ISD,
  and she served as interim superintendent of schools for 17 months;
  remembering her own experience as a young student, she has been an
  advocate for increased availability of and participation in
  extracurricular activities within the district; and
         WHEREAS, In all her endeavors, Mrs. Rocha enjoys the love and
  encouragement of her husband, Israel, and her children, Debra Lee
  and Israel; she is also the grandmother of two Edcouch-Elsa High
  School graduates, Taylor Francine and Danny Martinez; and
         WHEREAS, Frances Rocha has devoted her professional career to
  fostering a supportive educational environment for students from
  all walks of life, and her contributions have benefited countless
  young Texans; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby honor Frances Rocha for her years of service to
  the Edcouch-Elsa Independent School District and extend to her
  sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mrs. Rocha as an expression of high regard by the Texas
  House of Representatives.
