R E S O L U T I O N
         WHEREAS, Dr. Xavier De La Torre can take well-deserved pride
  in the outstanding service he has rendered to the residents of his
  community during his first 10 months as superintendent of the
  Ysleta Independent School District; and
         WHEREAS, Dr. De La Torre began his outstanding educational
  career as a teacher, coach, and principal in California, garnering
  awards as coach and teacher of the year, and he went on to serve as
  an associate superintendent of human resources for two California
  districts; in Texas, he served for three years as superintendent of
  Socorro ISD, where he helped the district's schools secure
  recognized and exemplary ratings from the Texas Education Agency;
  he returned to California to serve as county superintendent of
  schools in Santa Clara before becoming the Ysleta ISD
  superintendent in March 2014; and
         WHEREAS, A graduate of California State University, Chico,
  Dr. De La Torre earned his master's degree from the University of
  San Francisco and his doctorate from the University of California,
  Davis; his dissertation received the Edgar L. Morphet Award from
  the National Council of Professors of Educational Administration in
  2005, and he has advocated for biliteracy and bilingualism as
  co-chair of the annual National Association of Bilingual Education
  conference in San Diego; and
         WHEREAS, Through his unwavering commitment to Ysleta ISD
  students and staff, Dr. De La Torre has led the way in fostering a
  supportive and challenging educational environment, one that gives
  students a vision of what they might attain if they strive for
  success and that equips them with skills that will help them to
  build fulfilling and productive lives; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby honor Dr. Xavier De La Torre, superintendent of
  the Ysleta Independent School District, for his admirable service
  to his fellow citizens and extend to him sincere best wishes for the
  future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. De La Torre as an expression of high regard by the
  Texas House of Representatives.
