H.R. No. 1462
 
 
 
R E S O L U T I O N
 
         WHEREAS, Carlos Hisa was elected governor of the Ysleta del
  Sur Pueblo in January 2015, and it is indeed appropriate to
  recognize his outstanding contributions to the tribe at this time;
  and
         WHEREAS, A dedicated public servant, Mr. Hisa has been
  involved in tribal governance for nearly two decades; he served
  as lieutenant governor beginning in 2002, and he continued in
  that role for an unprecedented tenure of 12 years; among other
  executive responsibilities, he directed the administrative
  systems, enterprises, and programs of the pueblo; and
         WHEREAS, Mr. Hisa began his career as an administrative clerk
  in the Contract Health Department; previously, he was a licensed
  chemical dependency counselor for the Alcohol and Substance Abuse
  Program, and in this role, he implemented innovative prevention and
  intervention programs tailored largely to the needs of tribal
  youth; and
         WHEREAS, Committed to building the tribal nation while
  honoring its traditions, Carlos Hisa has greatly benefited the
  Ysleta del Sur Pueblo through his vision and leadership, and in so
  doing, he has earned the respect and appreciation of many; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby congratulate Carlos Hisa on his election as
  governor of the Ysleta del Sur Pueblo and extend to him sincere best
  wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Hisa as an expression of high regard by the Texas
  House of Representatives.
