R E S O L U T I O N
         WHEREAS, Karen Monk of Sour Lake showed remarkable bravery
  and presence of mind when she made a phone call that helped law
  enforcement officials in Galveston to apprehend a notorious
  kidnapping and murder suspect; and
         WHEREAS, Early on the morning of September 13, 2014, an
  18-year-old woman at the University of Virginia went missing in
  Charlottesville; according to witnesses and video surveillance
  footage, she was last seen with a former hospital worker; after
  being questioned by police, he disappeared and became the subject
  of a nationwide manhunt, charged with abduction; and
         WHEREAS, On September 24, Karen Monk, a single mother and
  college student from Sour Lake, Texas, decided to take a break from
  her studies and relax on the beach on the Bolivar Peninsula in
  Galveston County; there, she saw a man camping on the beach whom she
  recognized from news reports as the suspect in the student's
  disappearance; and
         WHEREAS, Acting without hesitation, Ms. Monk called the
  Galveston County Sheriff's Office and waited for the arrival of a
  deputy, who arrested the man; the suspect was extradited to
  Virginia, where in the time since his arrest, the victim's body was
  discovered, and the suspect was indicted in her abduction and
  murder; and
         WHEREAS, By quickly alerting the authorities, Ms. Monk
  helped the police bring a potentially dangerous suspect to justice,
  and she may indeed take great pride in her achievement; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby commend Karen Monk for her critical assistance
  in the capture of a fugitive and extend to her sincere best wishes
  for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Monk as an expression of high regard by the Texas
  House of Representatives.
