R E S O L U T I O N
         WHEREAS, Among the most urgent issues facing Texas is the
  recent prolonged drought that has resulted in a diminished
  freshwater supply; and
         WHEREAS, Water supplies are further reduced by evaporation,
  and determining methods to decrease its occurrence would help
  alleviate the depletion of already scarce resources; now,
  therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby request the speaker to direct the House
  Committee on Natural Resources to conduct an interim study on the
  effects of evaporation on Texas water supplies; and, be it further
         RESOLVED, That the study specifically:
               (1)  include a thorough analysis of the amount of
  evaporation that occurs, including how much water is lost each year
  broken down by planning region;
               (2)  identify the various methods of evaporation
  reduction and their effectiveness, including a cost-benefit
  analysis for water saved;
               (3)  determine a realistic and meaningful goal for the
  state to set as a target evaporation reduction goal for future water
  plans; and
               (4)  identify the financial barriers to effective
  evaporation reduction; and, be it further
         RESOLVED, That the committee submit a full report, including
  its findings and recommendations, to the House of Representatives
  of the 85th Texas Legislature before it convenes in January 2017.
