R E S O L U T I O N
|
|
WHEREAS, Among the most urgent issues facing Texas is the |
|
recent prolonged drought that has resulted in a diminished |
|
freshwater supply; and |
|
WHEREAS, Water supplies are further reduced by evaporation, |
|
and determining methods to decrease its occurrence would help |
|
alleviate the depletion of already scarce resources; now, |
|
therefore, be it |
|
RESOLVED, That the House of Representatives of the 84th Texas |
|
Legislature hereby request the speaker to direct the House |
|
Committee on Natural Resources to conduct an interim study on the |
|
effects of evaporation on Texas water supplies; and, be it further |
|
RESOLVED, That the study specifically: |
|
(1) include a thorough analysis of the amount of |
|
evaporation that occurs, including how much water is lost each year |
|
broken down by planning region; |
|
(2) identify the various methods of evaporation |
|
reduction and their effectiveness, including a cost-benefit |
|
analysis for water saved; |
|
(3) determine a realistic and meaningful goal for the |
|
state to set as a target evaporation reduction goal for future water |
|
plans; and |
|
(4) identify the financial barriers to effective |
|
evaporation reduction; and, be it further |
|
RESOLVED, That the committee submit a full report, including |
|
its findings and recommendations, to the House of Representatives |
|
of the 85th Texas Legislature before it convenes in January 2017. |
