R E S O L U T I O N
 
         WHEREAS, Family and friends are mourning the loss of Richard
  Leo Harrell of Portland, who died on March 3, 2015, at the age of 61;
  and
         WHEREAS, The son of Leo and Doris Harrell, Richard Harrell
  was born in Shreveport, Louisiana, on December 2, 1953; he
  completed his bachelor's degree in history and his law degree at
  Louisiana State University before going on to earn a master of laws
  in admiralty degree from Tulane Law School; and
         WHEREAS, Mr. Harrell married the love of his life, Rosalba,
  during his law school years; they became the proud parents of three
  children, Richard, Katherine, and Rebecca; devoted to his family,
  he instilled strong morals and a love of education in his son and
  daughters, and he taught them to be both open-minded and pragmatic;
  and
         WHEREAS, A civil litigator, Mr. Harrell practiced maritime
  law in Houston and then moved to Corpus Christi to join the Edwards
  Law Firm; he was later of counsel to Royston, Rayzor, Vickery &
  Williams as well as the Depew Law Firm; in 2011, he established his
  own practice; and
         WHEREAS, Mr. Harrell was a scintillating and
  thought-provoking conversationalist with a wide range of
  knowledge, encompassing philosophy, politics, history, and
  genealogy, among other subjects; moreover, he was a good listener
  and relished the exchange of ideas; and
         WHEREAS, Richard Harrell enjoyed a life that was rich in the
  intangibles that matter most, and he will forever hold a special
  place in the hearts of all those who were fortunate enough to know
  him; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby pay tribute to the memory of Richard Leo Harrell
  and extend sincere condolences to the members of his family: to his
  wife, Rosalba Harrell; to his children, Richard, Katherine, and
  Rebecca Harrell; to his brother, Ronald Ventis Harrell; to his
  sister, Regina Katherine Coker; and to his many other relatives and
  friends; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the members of his family and that when the Texas House
  of Representatives adjourns this day, it do so in memory of Richard
  Harrell.
