R E S O L U T I O N
 
         WHEREAS, Dr. Richard C. Black of El Paso has greatly
  benefited the Texas Dental Association through his dedicated
  leadership; and
         WHEREAS, A former president of the association, Rick Black
  served six terms as chair of the Council on Legislative and
  Regulatory Affairs; he has also served the organization as senior
  director of the board, as chair of the Council on Ethics and
  Judicial Affairs, and as a member of a number of committees; and
         WHEREAS, Dr. Black has contributed to the advancement of his
  profession on a national level through his service on the American
  Dental Association Council on Government Affairs and on the ADA
  Council on Ethics, Bylaws and Judicial Affairs; in addition, he is a
  former president of the El Paso District Dental Society; and
         WHEREAS, The recipient of many accolades, Dr. Black was
  accorded the ADA President's Citation and three TDA President's
  Awards, and he is a fellow of the American College of Dentists and
  International College of Dentists; and
         WHEREAS, Born and raised in El Paso, Dr. Black graduated from
  Southern Methodist University; he received his dental degree and
  his master's degree in oral biology from The University of Texas
  School of Dentistry at Houston, where he also completed his
  orthodontic specialty residency; in 1978, he established an
  orthodontics practice in his hometown; he has given generously of
  his time and talents to the community as president of the Sun Bowl,
  Sunturians, and First Presbyterian Preschool and as chair of Border
  Children's Health Center and the El Paso City/County Health Board;
  and
         WHEREAS, Richard Black has demonstrated an exceptional
  commitment to his profession, and it is indeed fitting to recognize
  him for his outstanding service; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby honor Dr. Richard Black for his leadership in
  the Texas Dental Association and extend to him sincere best wishes
  for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. Black as an expression of high regard by the Texas
  House of Representatives.
