R E S O L U T I O N
 
         WHEREAS, Paul Beard of Port Arthur has long dedicated himself
  to the betterment of his community, and his leadership and
  generosity of spirit have earned him the heartfelt admiration of
  all who know him; and
         WHEREAS, A native of San Augustine County, Mr. Beard
  graduated from Zavalla High School in 1949 and earned a general
  business diploma from Port Arthur College the following year; soon
  thereafter, he began working as an inventory clerk at Sabine
  Propeller and Marine Service, where he rose through the ranks to be
  named president and chief executive officer; since 1988, he has
  been president and CEO of Sabine Universal Products; and
         WHEREAS, In April 1999, Mr. Beard was appointed to the board
  of the Beaumont Navigation District; in that role, he collaborated
  with commissioners and legislators to create the Sabine-Neches
  Navigation District, which operates and maintains the ship channel
  and navigable waters of Jefferson County, and today he serves as
  chair of that body; he has further distinguished himself as a
  committee member of the Southeast Texas Waterways Advisory Council
  for more than a decade, and he is a valued member of the local
  Propeller Club and has held numerous leadership positions with the
  national organization, which presented him with the Maritime Person
  of the Year Award in 1986; and
         WHEREAS, In all of his endeavors, Mr. Beard enjoys the love
  and support of his family; devoted to his wife, the late Grace
  Beard, throughout a marriage that spanned 54 years, he is the proud
  father of 13 children; and
         WHEREAS, Those individuals who step forward to share their
  time with others are indeed deserving of our profound gratitude,
  and it is a pleasure to honor Mr. Beard, who has enriched the lives
  of countless people though his community service; now, therefore,
  be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby commend Paul Beard for his noteworthy service to
  the residents of Southeast Texas and extend to him sincere best
  wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Beard as an expression of high regard by the Texas
  House of Representatives.
