R E S O L U T I O N
         WHEREAS, Ann S. Bishop is retiring as executive director of
  the Employees Retirement System of Texas in 2015, bringing to a
  close her outstanding tenure at the agency; and
         WHEREAS, Appointed executive director in 2004, Ann Bishop has
  skillfully guided the Employees Retirement System in administering
  programs that provide retirement, deferred compensation, and
  flexible benefits for more than 225,000 state employees and
  retirees; moreover, she has played a key role in strengthening the
  ERS Trust, an investment portfolio of over $26 billion, and in
  adopting new technology that allows the agency to deliver quality
  benefits at a reasonable cost; and
         WHEREAS, Ms. Bishop previously acted as deputy comptroller
  of public accounts and as the first director of the Department of
  Information Resources after its creation in 1989; from November
  2012 to February 2013, she served as Governor Rick Perry's chief of
  staff; additionally, she has operated an independent business
  consulting service and was vice president of Transactive
  Corporation; and
         WHEREAS, In recognition of her noteworthy achievements as a
  state administrator, Ms. Bishop has received a Bob Bullock Award
  for Outstanding Public Stewardship and an Administrator of the Year
  Award from the Texas Public Employees Association; furthermore, she
  has been inducted into the Blinn College Hall of Honor; she holds a
  business degree from The University of Texas at Austin and a juris
  doctor degree from Texas Tech University; and
         WHEREAS, Ann Bishop has distinguished herself throughout her
  career with the state, and she is indeed deserving of commendation
  for her valuable contributions to ERS and the public employees
  served by the agency; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby congratulate Ann Bishop on her retirement as
  executive director of the Employees Retirement System of Texas and
  extend to her sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Bishop as an expression of high regard by the Texas
  House of Representatives.
