R E S O L U T I O N
 
         WHEREAS, The Reverend Mark Anthony Proctor of Cedar Hill has
  been named the recipient of the 2015 Outstanding Alumnus Award by
  Paul Quinn College; and
         WHEREAS, In 2002, Reverend Proctor completed his bachelor's
  degree in organizational management at Paul Quinn College; he also
  holds a diploma in biblical studies from Tyndale Theological
  Seminary and a master's degree in Christian education from
  Andersonville Theological Seminary in Georgia; an ordained Baptist
  minister, he serves as the senior pastor of Greater Oak Grove
  Missionary Baptist Church in Marshall; he is employed as the chief
  real estate specialist for the City of Dallas; and
         WHEREAS, Reverend Proctor is a life member of the Paul Quinn
  College National Alumni Association, and he has served the
  organization as vice president and national treasurer; he has also
  served three terms as president of the group's Dallas chapter; and
         WHEREAS, Highly engaged in civic affairs, Reverend Proctor
  has shared his time and talents with many organizations, among them
  Dallas Men Against Abuse, Habitat for Humanity, the Marshall Mobile
  Food Pantry, the African American Museum--Dallas, and the Black
  Academy of Arts and Letters; moreover, he has been named
  Outstanding Club Member by the Cotillion Idlewild Club--Dallas and
  Outstanding Young Alumnus by the United Negro College Fund's
  National Alumni Council, and he received the City of Dallas WOW
  Award; and
         WHEREAS, Reverend Proctor has brought great credit to his
  alma mater through his professional accomplishments and
  contributions to the community, and he is indeed deserving of
  special recognition; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby congratulate the Reverend Mark Anthony Proctor
  on his receipt of the 2015 Outstanding Alumnus Award from Paul Quinn
  College and extend to him sincere best wishes for continued
  success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Reverend Proctor as an expression of high regard by the
  Texas House of Representatives.
