R E S O L U T I O N
         WHEREAS, Lisa Birkman will be stepping down as Williamson
  County commissioner for Precinct 1 at the end of her current term in
  2017, and this announcement provides a fitting opportunity to honor
  her; and
         WHEREAS, A sixth-generation Texan and the daughter of a U.S.
  Army colonel, Ms. Birkman was born at Fort Hood in 1960; after
  graduating from Georgetown High School in 1978, she earned her
  bachelor's degree at Texas A&M University; she was a school teacher
  for 13 years in Austin and Round Rock, and she was named teacher of
  the year at T. A. Brown Elementary School in Austin in 1991 and
  mentor of the year at Berkman Elementary School in Round Rock in
  2008; and
         WHEREAS, Ms. Birkman began her public service in 2000 when
  she was elected to the board of directors of the Brushy Creek
  Municipal Utility District, and while on the board, she worked with
  the legislature to enact "truth in taxation" laws; in 2004, she was
  elected to the Williamson County Commissioners Court, becoming the
  first woman ever to hold a seat on that commissioners court; and
         WHEREAS, This dynamic Texan is a member of the Georgetown and
  Round Rock chambers of commerce and the local chapter of People
  Against Violent Crime, and she serves on the board of the Texas
  Agriculture Financing Authority; she is also active with the
  Williamson County Mental Health Task Force and the Capital Area
  Rural Transportation System; since 2004, she has served as
  president of the board of the Williamson County Conservation
  Foundation; and
         WHEREAS, In all of her endeavors, Ms. Birkman enjoys the love
  and support of her husband, Rick Birkman, and her four children,
  Virginia, Randy, Elizabeth, and Ricki; she is a leader at
  St. Philips United Methodist Church, where she is also a youth
  sponsor; and
         WHEREAS, Commissioner Birkman has contributed greatly to her
  community, and as she enters into the last term on the commissioners
  court, she may indeed reflect with pride on the knowledge that she
  is making invaluable contributions in behalf of her fellow
  citizens; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby commend Lisa Birkman on her impressive record of
  public service and extend to her sincere best wishes for continued
  success and happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Commissioner Birkman as an expression of high regard
  by the Texas House of Representatives.
