R E S O L U T I O N

WHEREAS, The Texas State Soil and Water Conservation Board is
celebrating the 75th anniversary of its founding in 2015; and
WHEREAS, The Texas State Soil and Water Conservation Board
was established by the Texas Legislature in 1939 in order to address
the agricultural practices and problems of wind and water erosion
that led to the Dust Bowl devastation of Texas and the Great Plains
  in the 1930s; and
WHEREAS, This landmark legislation called for the creation of
soil and water conservation districts; the initiative was designed
to be controlled by farmers and ranchers on a voluntary basis and to
implement measures that best suited the specific needs of
  individual landowners; and
WHEREAS, Today, the board administers a number of key
programs that provide technical and financial assistance to
landowners and land managers; among the results of these efforts
are enhanced soil resources, more sustainable agriculture,
improved water quality, and higher-quality wildlife habitat; and
WHEREAS, The Texas State Soil and Water Conservation Board
has had a profound impact on the preservation and protection of our
state's natural resources, and it is truly deserving of special
