R E S O L U T I O N
         WHEREAS, For the past two recruiting cycles, Staff Sergeant
  Richard E. Strelsky has distinguished himself as the state's top
  recruiter for the Texas Army National Guard; and
         WHEREAS, In fiscal year 2013, Sergeant Strelsky enlisted 38
  individuals and won the coveted Order of the Saber award, which is
  presented to recruiters who enlist 36 or more new soldiers; the
  following year, he enlisted 29 new soldiers, and he won awards as
  the most successful campus recruiter and as the recruiter of the
  best-quality soldiers; in addition, he was named the Top Recruiting
  and Retention NCO of the Year in Region 5, which encompasses a
  seven-state area; and
         WHEREAS, In 2014, Sergeant Strelsky also won the Directors 54
  Award by competing against the leading 20 recruiters in the state
  before a board of sergeant majors, and he won the Texas Strong
  Warrior Challenge Top Green Phase by mentoring the winners in a
  competition of recruits who had not yet attended basic training; in
  2015, he has won the Texas Strong Warrior Challenge Top White Phase,
  and he has already exceeded his enlistment mission requirements for
  the year; and
         WHEREAS, A native of Brenham, Sergeant Strelsky served on
  active duty with the U.S. Army in Oklahoma and South Korea between
  2002 and 2004; he joined the Texas Army National Guard in February
  2005, and he served with his unit during its deployment to Iraq from
  December 2009 to December 2010; he has been a recruiting and
  retention NCO in Bryan since July 2011; and
         WHEREAS, Sergeant Strelsky's numerous decorations and awards
  include the Defense Meritorious Service Medal, the Meritorious
  Service Medal, two Army Commendation Medals, seven Army Achievement
  Medals, the Army Good Conduct Medal, the National Defense Service
  Medal, the Iraq Campaign Medal with campaign star, the Global War on
  Terrorism Service Medal, the Korean Defense Service Medal, the
  Texas Federal Service Medal, and the Texas Combat Service Ribbon;
  and
         WHEREAS, Recruiting officers play an essential role in the
  defense of our country, and Sergeant Strelsky's outstanding efforts
  in providing new recruits with the opportunity to serve their state
  and nation have placed him among the top ranks of his profession;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby commend Staff Sergeant Richard E. Strelsky for
  being the top recruiter for the Texas Army National Guard in the
  past two recruiting cycles and extend to him sincere best wishes for
  continued success in his important work; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Sergeant Strelsky as an expression of high regard by
  the Texas House of Representatives.
