R E S O L U T I O N
         WHEREAS, La Entrada al Pacifico is a state and federally
  designated trade corridor that is designed to connect West Texas
  with the Pacific port of Topolobampo in the state of Sinaloa,
  Mexico; and
         WHEREAS, The concept of this major new trade corridor, "the
  Gateway to the Pacific," was envisioned in the 1990s to maximize the
  opportunities created by the North American Free Trade Agreement;
  it has been developed by a dynamic coalition that includes the
  Midland-Odessa Transportation Alliance and the Departments of
  Economic Development of the States of Chihuahua, Sinaloa, and
  Durango; and
         WHEREAS, In the past two decades, trade with Mexico has
  continued to grow, and this new corridor will increase trade
  between West Texas and Chihuahua, one of the Lone Star State's
  largest export markets; moreover, it will link the Midland-Odessa
  area with the Pacific Rim and East Asian nations through
  Topolobampo, a closer and less expensive alternative to the crowded
  Port of Los Angeles, and it will ease pressure on the highly
  congested international crossing at El Paso; and
         WHEREAS, The corridor will offer enormous opportunities in
  the Permian Basin and beyond for commercial growth in warehousing,
  distribution, manufacturing, and assembly; many cities located
  along Interstate Highways 20 and 10 stand to benefit, among them
  Abilene, Fort Worth, and Dallas; and
         WHEREAS, The future prosperity of the Lone Star State depends
  on the ability of its business sector to embrace global economic
  expansion, and the completion of La Entrada al Pacifico will be a
  crucial step toward this goal; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby express support for La Entrada al Pacifico
  international trade corridor.
