R E S O L U T I O N
 
         WHEREAS, David J. Maland of Tyler is retiring as clerk of the
  United States District Court for the Eastern District of Texas on
  September 3, 2015, concluding an exemplary tenure that has spanned
  more than two decades, and causing some consternation to the many
  people who have come to depend on his superhuman powers of
  administration; and
         WHEREAS, Since 1992, Dave Maland has rendered extraordinary
  service in his role as clerk; he has maintained an outstanding level
  of efficiency while managing a docket widely recognized as one of
  the busiest in the country; through his determination to streamline
  and improve procedures such as electronic filing under seal, he has
  made an enormous impact at the national level as well; he has served
  as chair of the U.S. District Clerks Advisory Group and of the
  Clerks Council of the Federal Court Clerks Association, and also as
  a member of the U.S. Courts Human Resources Advisory Council; and
         WHEREAS, Mr. Maland is a graduate of St. Olaf College and the
  William Mitchell College of Law; he began his career in public
  service in 1980 as deputy-in-charge of the 8th Circuit U.S. Court of
  Appeals in St. Paul, Minnesota, and he went on to serve as chief
  deputy clerk of the 11th Circuit Court of Appeals in Atlanta,
  Georgia, from 1986 to 1992; since moving to Tyler, he has been
  active in the community as chair of the East Texas Combined Federal
  Campaign, and he has served First Christian Church as an elder,
  board member, and praise band member; he currently chairs the board
  of Disciples Homes, which provides housing for low-income seniors;
  and
         WHEREAS, Through his vision, leadership, and unyielding
  commitment to excellence, Dave Maland has greatly benefited his
  fellow citizens, and although his departure is a source of
  considerable dismay in many quarters, he will continue to enjoy the
  deep respect and admiration of all who are fortunate enough to know
  him; now, therefore, be it
         RESOLVED, That the House of Representatives of the 84th Texas
  Legislature hereby congratulate David J. Maland on his retirement
  as clerk of the United States District Court for the Eastern
  District of Texas and extend to him sincere best wishes for
  continued happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Maland as an expression of high regard by the Texas
  House of Representatives.
