A BILL TO BE ENTITLED
 
AN ACT
  relating to the access to certain medical test results by a grand
  jury.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 81.103(a), Health and Safety Code, is
  amended to read as follows:
         (a)  A test result is confidential and is not subject to a
  subpoena, other than a grand jury subpoena. A person that possesses
  or has knowledge of a test result may not release or disclose the
  test result or allow the test result to become known except as
  provided by this section.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
