A BILL TO BE ENTITLED
|

|
AN ACT
|
|
|
relating to establishing an interstate voter registration |
|
|
crosscheck program. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Subchapter C, Chapter 18, Election Code, is |
|
|
amended by adding Section 18.062 to read as follows: |
|
|
Sec. 18.062. INTERSTATE VOTER REGISTRATION CROSSCHECK |
|
|
PROGRAM. (a) To maintain the statewide voter registration list |
|
|
and to prevent duplication of registration in more than one state or |
|
|
jurisdiction, the secretary of state shall cooperate with other |
|
|
states and jurisdictions to develop systems to compare voters, |
|
|
voter history, and voter registration lists to identify voters |
|
|
whose addresses have changed. |
|
|
(b) A system developed under this section must comply with |
|
|
the National Voter Registration Act (52 U.S.C. Section 20501 et |
|
|
seq.). |
|
|
SECTION 2. This Act takes effect immediately if it receives |
|
|
a vote of two-thirds of all the members elected to each house, as |
|
|
provided by Section 39, Article III, Texas Constitution. If this |
|
|
Act does not receive the vote necessary for immediate effect, this |
|
|
Act takes effect September 1, 2015. |
