A BILL TO BE ENTITLED

AN ACT
|
|
relating to consultation with public employees concerning |
|
employment matters. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Chapter 617, Government Code, is amended by |
|
adding Section 617.0021 to read as follows: |
|
Sec. 617.0021. EXCLUSIVE CONSULTATION PROHIBITED. (a) An |
|
official of this state or of a political subdivision of this state |
|
may not enter into a consultation agreement in which one or more |
|
groups are designated as an agent for the purposes of consulting |
|
with or representing public employees on employment issues, |
|
including wages, benefits, and other conditions of employment. |
|
(b) This state or a political subdivision of this state may |
|
not prohibit an employee or a group of employees from seeking |
|
advice, counsel, or the exchange of information on employment |
|
matters, including wages, benefits, employment policies, and other |
|
conditions of employment. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2015. |
