A BILL TO BE ENTITLED
 
AN ACT
  relating to meetings of the board of directors of a regional
  mobility authority.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 370.257, Transportation Code, is amended
  to read as follows:
         Sec. 370.257.  PUBLIC ACCESS. (a) An authority shall:
               (1)  make and implement policies that provide the
  public with a reasonable opportunity to appear before the board to
  speak on any issue under the jurisdiction of the authority; and
               (2)  prepare and maintain a written plan that describes
  how an individual who does not speak English or who has a physical,
  mental, or developmental disability may be provided reasonable
  access to the authority's programs.
         (b)  For a meeting of the board an authority shall:
               (1)  post as early as practicable in advance of the
  meeting on the authority's Internet website any written agenda and
  related supplemental written materials provided by the authority to
  the directors for the directors' use during the meeting;
               (2)  broadcast the meeting over the Internet in the
  manner prescribed by Section 551.128, Government Code; and
               (3)  record the broadcast and make that recording
  publicly available in an online archive located on the authority's
  Internet website not later than the 60th day after the date the
  meeting is held.
         (c)  The requirements of this section and Chapter 551,
  Government Code, apply to a meeting of a subcommittee of the board,
  regardless of whether a quorum of the directors are present at the
  meeting.
         SECTION 2.  The change in law made by this Act applies only
  to a meeting of the board of directors of a regional mobility
  authority or a subcommittee of that board for which notice is given
  under Chapter 551, Government Code, on or after September 1, 2015.
         SECTION 3.  This Act takes effect September 1, 2015.
