A BILL TO BE ENTITLED
 
AN ACT
  relating to an interim study regarding the composition of the Lower
  Colorado River Authority board of directors.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  INTERIM COMMITTEE; STUDY. (a) A joint interim
  committee consisting of the members of the Senate Committee on
  Agriculture, Water, and Rural Affairs and the members of the House
  Committee on Natural Resources is created to study the effects of
  altering the composition of the Lower Colorado River Authority
  board of directors.
         (b)  The study must consider:
               (1)  expanding the board from 15 directors to 17
  directors;
               (2)  reducing the number of directors appointed from
  counties served with electric power from three directors to two
  directors;
               (3)  appointing two directors to represent
  agricultural interests; and
               (4)  appointing one director to represent interests
  related to the ecological health and economic productivity of bays
  and estuaries affected by the Lower Colorado River Authority.
         (c)  Not later than December 1, 2016, the joint interim
  committee shall report the committee's findings and
  recommendations to the members of the legislature.
         SECTION 2.  ABOLITION OF COMMITTEE. The committee is
  abolished and this Act expires December 31, 2016.
         SECTION 3.  EFFECTIVE DATE. This Act takes effect September
  1, 2015.
