A BILL TO BE ENTITLED
 
AN ACT
  relating to a study on relocating the Legislative Reference
  Library.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  (a)  In this section, "commission" means the
  Texas Facilities Commission.
         (b)  The commission shall conduct a study on the benefits to
  the state of relocating the Legislative Reference Library to a site
  outside of the State Capitol.
         (c)  The commission shall:
               (1)  determine the amount of space required for the
  optimal operation of the Legislative Reference Library, taking into
  consideration the duties and functions of the library and the
  convenience and productivity of its users;
               (2)  identify alternative sites for the library that
  are near the State Capitol and that are currently or were formerly
  used as a library;
               (3)  estimate for each alternative site the benefits
  and costs to the state of relocating the library to that site; and
               (4)  estimate the cost of converting the existing site
  into office space to be allocated in equal amounts to the governor's
  office, the senate, and the house of representatives.
         (d)  Not later than December 1, 2016, the commission shall
  submit to the legislature a written report containing the findings
  of the study.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2015.
