A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study on relocating the Legislative Reference |
|
Library. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. (a) In this section, "commission" means the |
|
Texas Facilities Commission. |
|
(b) The commission shall conduct a study on the benefits to |
|
the state of relocating the Legislative Reference Library to a site |
|
outside of the State Capitol. |
|
(c) The commission shall: |
|
(1) determine the amount of space required for the |
|
optimal operation of the Legislative Reference Library, taking into |
|
consideration the duties and functions of the library and the |
|
convenience and productivity of its users; |
|
(2) identify alternative sites for the library that |
|
are near the State Capitol and that are currently or were formerly |
|
used as a library; |
|
(3) estimate for each alternative site the benefits |
|
and costs to the state of relocating the library to that site; and |
|
(4) estimate the cost of converting the existing site |
|
into office space to be allocated in equal amounts to the governor's |
|
office, the senate, and the house of representatives. |
|
(d) Not later than December 1, 2016, the commission shall |
|
submit to the legislature a written report containing the findings |
|
of the study. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2015. |
