A BILL TO BE ENTITLED

AN ACT
|
|
|
relating to at-will state employment. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Chapter 651, Government Code, is amended by |
|
|
adding Section 651.011 to read as follows: |
|
|
SECTION 651.011 AT-WILL STATE EMPLOYMENT Notwithstanding |
|
|
any other law, and unless otherwise expressly noted in statute, all |
|
|
state employees are employed on an at-will basis. Neither a state |
|
|
agency nor a state employee is legally liable for ending the |
|
|
employment relationship, unless the employment was terminated for |
|
|
an unlawful reason as expressly defined under federal or state law. |
|
|
SECTION 2. This Act takes effect September 1, 2015. |
