A JOINT RESOLUTION
  proposing a constitutional amendment mandating the legislature to
  require candidates for public elective office in this state to
  undergo drug screening.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article XVI, Texas Constitution, is amended by
  adding Section 74 to read as follows:
         Sec. 74.  Notwithstanding any other provision of this
  constitution, including provisions prescribing exclusive
  eligibility requirements to hold a public elective office in this
  state, the legislature shall provide by general law that a
  candidate for public elective office in this state must submit to a
  controlled substance use screening assessment.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 3, 2015.
  The ballot shall be printed to provide for voting for or against the
  proposition: "The constitutional amendment mandating the
  legislature to require candidates for public elective office in
  this state to undergo drug screening."
