SENATE RESOLUTION NO. 405
 
 
  In Memory
  of
  E. V. Niemeyer
 
         WHEREAS, The Senate of the State of Texas honors and
  commemorates the life of E. V. "Vic" Niemeyer, who died March 1,
  2015, at the age of 95; and
 
         WHEREAS, Vic Niemeyer was born on September 28, 1919, in
  Houston; he grew up in La Porte and attended Schreiner Institute
  and the United States Naval Academy before attending The
  University of Texas and earning a degree in 1941; and
 
         WHEREAS, He served the nation with distinction as a
  submarine officer in the United States Navy during World War II;
  he served in both the Atlantic and Pacific theaters and was
  present in Tokyo Bay for the September 2, 1945, surrender of
  Japanese forces; and
 
         WHEREAS, After the war, he entered the field of agriculture
  for a time but returned to The University of Texas to earn a
  master's degree in Latin American Studies; he went on to earn a
  doctorate from the university in 1958; and
 
         WHEREAS, In 1956, polio claimed his first wife, Dorothea
  Hasskarl; he married Lala Acosta in 1958, and they enjoyed 57
  years of marriage together; he was blessed with four children,
  nine grandchildren, and 10 great-grandchildren; and
 
         WHEREAS, He worked for 24 years with the United States
  Information Agency and served in Spanish-speaking countries
  around the world, including Honduras, Peru, Guatemala, the
  Philippines, Mexico, and Trinidad and Tobago; and
 
         WHEREAS, Dr. Niemeyer returned to Austin after his retirement
  from federal service and worked in the Institute of Latin
  American Studies and the International Office at The University
  of Texas; he was the author of two books on Mexican history; and
 
         WHEREAS, He was active in several service organizations
  and cofounded the East Austin Rotary Club; he received Rotary
  International's Service Above Self award for his work in
  organizing the transfer of 4,000 pieces of school furniture from
  Del Valle to Tapachula, Chiapas, Mexico, for use in the area's
  schools; the Mexican government awarded him its prestigious
  Ohtli Award for his service to Mexico and the Mexican community;
  and
 
         WHEREAS, Vic Niemeyer was a man of strength and compassion
  who gave unselfishly to others; he was a devoted husband, father,
  and grandfather, and he leaves behind memories that will be cherished
  forever by his family and many friends; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 84th
  Legislature, hereby extend sincere condolences to the bereaved
  family of E. V. Niemeyer; and, be it further
 
         RESOLVED, That a copy of this Resolution be prepared for
  his family as an expression of deepest sympathy from the Texas
  Senate and that when the Senate adjourns this day, it do so in
  memory of Vic Niemeyer.
