SENATE RESOLUTION NO. 601
 
 
  In Memory
  of
  Cecil Proctor
 
         WHEREAS, The Senate of the State of Texas honors and
  commemorates the life of Cecil Ray Proctor, who died April 10,
  2015, at the age of 69; and
         WHEREAS, Cecil Proctor was born on August 11, 1945, in
  Marquez, to Herman Proctor and Esther Alexander; he married the
  love of his life, Mollie Proctor, on April 25, 1970, and the
  couple raised five children together, Dawn, Yolanda, LaKitsha,
  Rachel, and the late Gilbert; they were blessed with nine
  grandchildren and two great-grandchildren; and
         WHEREAS, Mr. Proctor dedicated his life to serving others as
  a pastor and an elder in the Church of God in Christ, Incorporated;
  he was the founder of the Neighborhood House of Prayer Family
  Church and served as its pastor for nearly 40 years; and
         WHEREAS, He established the Neighborhood Christian Learning
  Center of Dallas, Incorporated, a licensed early childhood
  facility that has been recognized by the Texas Education Agency as
  a PreK Center of Excellence; and
         WHEREAS, He played an important role in helping those who
  needed support in their lives by creating the Neighborhood Outreach
  Center of Hope, a 24-hour rehabilitation center and shelter for
  recovering drug addicts and former prison inmates; and
         WHEREAS, He touched countless lives through his weekly
  radio broadcast, Prayer of Faith; in recognition of the profound
  impact he had on the fabric of life in his community, he was
  inducted into the Elite News Religious Hall of Fame; and
         WHEREAS, He was a man of courage, strength, and compassion
  who gave unselfishly to others, and his generous spirit, his
  charismatic personality, and his enthusiasm for living each day
  to the fullest will not be forgotten; and
         WHEREAS, He was a devoted husband, father, and
  grandfather, and he leaves behind memories that will be treasured
  forever by all who were privileged to share in his life; now,
  therefore, be it
         RESOLVED, That the Senate of the State of Texas, 84th
  Legislature, hereby extend sincere condolences to the bereaved
  family of Cecil Ray Proctor; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  his family as an expression of deepest sympathy from the Texas
  Senate and that when the Senate adjourns this day, it do so in
  memory of Cecil Ray Proctor.
