SENATE RESOLUTION NO. 810
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize noted attorney and activist Jim Harrington, who is
  retiring from the Texas Civil Rights Project after 25 years of
  outstanding leadership; and
         WHEREAS, Mr. Harrington earned his law degree from the
  University of Detroit in 1973; he spent 10 years as a director of
  the South Texas Project, and during his tenure, he helped
  safeguard the rights of farmworkers and indigent citizens in the
  Rio Grande Valley and litigated cases of discrimination and
  police brutality; and
         WHEREAS, Mr. Harrington founded the Texas Civil Rights
  Project in 1990; the organization uses litigation, education,
  and social services to secure racial, social, and economic
  justice for those least able to defend themselves; and
         WHEREAS, Under Mr. Harrington's exceptional leadership,
  the Texas Civil Rights Project has succeeded in making
  substantial systemic gains in justice for Texans of limited means
  in the areas of voting rights, police and border patrol
  misconduct, sex discrimination, employment bias, privacy, and
  grand jury discrimination; and
         WHEREAS, Jim Harrington has been a steadfast defender of
  the civil rights and liberties of Texans, and it is truly fitting
  that he receive special recognition for his many contributions to
  the administration of justice in our state; now, therefore, be it
         RESOLVED, That the Senate of the State of Texas, 84th
  Legislature, hereby commend Jim Harrington on his invaluable
  stewardship of the Texas Civil Rights Project and extend to him
  best wishes for continued success in all his endeavors; and, be
  it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of high regard from the Texas Senate.
