SENATE RESOLUTION NO. 1033
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize El Paso's Volar Center for Independent Living as a
  champion of the Americans with Disabilities Act and July 26,
  2015, as Volar CIL Americans with Disabilities Act Enforcement
  Day; and
         WHEREAS, July 26, 2015, marks the 25th anniversary of the
  signing of the Americans with Disabilities Act by President
  George H. W. Bush; this landmark legislation was passed to ensure
  the civil rights of citizens with disabilities and to establish a
  clear and comprehensive national mandate for the elimination of
  discrimination against those individuals; and
         WHEREAS, The City of El Paso has long been a leader in
  supporting and promoting the rights of people with disabilities,
  and its voters passed an ordinance outlawing such discrimination
  a year before the national law was enacted; and
         WHEREAS, The Volar Center for Independent Living has worked
  with city officials to help citizens with disabilities make the
  transition from institutional housing to homes of their choice and
  to remove remaining barriers to fair housing for all; and
         WHEREAS, The center has also been instrumental in ensuring
  that the city's policies and facilities are in compliance with
  the Americans with Disabilities Act and has introduced the city
  to such initiatives as the Building Community Capacity Program
  and the nationwide Youth Leadership Forum; the center is truly
  deserving of recognition for its exceptional work on protecting
  and preserving the rights of El Pasoans with disabilities; now,
  therefore, be it
         RESOLVED, That the Senate of the State of Texas, 84th
  Legislature, hereby commend the management and staff of the Volar
  Center for Independent Living on their commitment to serving El
  Paso's citizens with disabilities and extend to them best wishes
  for a productive Volar CIL Americans with Disabilities Act
  Enforcement Day; and, be it further
         RESOLVED, That a copy of this Resolution be prepared for
  the center as an expression of esteem from the Texas Senate.
