No significant fiscal implication to the State is anticipated.

The bill would amend Election Code to add a reporting requirement with the Ethics Commission of certain contributions and expenditures by a person or group that is not a political committee but accepts contributions and makes political expenditures of a certain threshold. The bill would require the agency to make changes to their electronic filing system to allow for a new filer type, however the agency indicates that any costs could be absorbed within existing resources.

The bill would take effect September 1, 2015.

No fiscal implication to units of local government is anticipated.
