LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION

April 24, 2015

TO:
Honorable John Zerwas, Chair, House Committee on Higher Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB61 by McClendon (Relating to a single common course numbering system for public institutions of higher education in this state.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require that each institution adopt a core curriculum of not less than 42 semester credit hours and be consistent with the single common course numbering system approved by the Higher Education Coordinating Board (Board). By June 1, 2016, the Board shall approve a single common numbering system and establish a timetable that requires institutions of higher education to phase in the inclusion of the applicable course numbers from the common course numbering system in their individual course listings and course numbering systems for all courses offered for the 2020-2021 academic year and subsequent years.

This analysis assumes that any costs for institutions of higher education and the Higher Education Coordinating Board to implement the provisions of the bill could be absorbed within current resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
