No significant fiscal implication to the State is anticipated.
The bill would add Subchapter J to Chapter 81 of the Health and Safety Code to permit a county or a hospital district to authorize an organization to establish a Pilot Program to Reduce Risk of Certain Communicable Diseases, and would provide where the programs may operate, how they may generate fundsand what services they may provide. The bill would permit a county or a hospital district by order to require an organization to register with the entity and charge a reasonable fee for the registration to pay for oversight functions. The provisions of the bill would apply only to Bexar, Dallas, El Paso, Harris, Nueces, Travis, and Webb Counties.
The bill would amend the Government Code to permit the Health and Human Services Commission (HHSC) to provide guidance to for the establishment of a pilot program under the Subchapter.
Local Government Impact
There could be costs to a local governmental entity that chose to authorize the establishment of a program. However, it is assumed that a county or a hospital district would authorize a program only if sufficient funds were available or it would not result in a negative fiscal impact; therefore, no significant fiscal impact is anticipated.
