The bill would prohibit the Commissioner of Education from lowering an accountability performance rating based on unsatisfactory performance of limited English proficient students for a period of three years after the students' initial enrollment in a school in the United States.
This analysis assumes that any additional costs to the Texas Education Agency could be absorbed within existing resources.
